strategy to be worthy of its name, must have a goal

We hear often that although the American government believes in human rights and values the notions of democracy, pluralism, human rights, freedom, et al  it must ultimately bow toward it’s strategic needs. Now it must said that strategy is a means, and as such, can only be meaningful  in relationship to some end.  Yet it’s precisely this end that’s left out in such media analyses.

I suggest the reason for this goal not being made explicit has everything to do with the fear that to openly reveal such ends would put and end to notion that we give a hoot about values.
